Just wait until the "Internet of Things" is fully rolled out. Your pool's mandated "security perimeter" will reject you if you haven't been "certified" and "approved" to swim in a pool. The verification will be done via your implanted microchip and the pool RFID-activated perimeter to keep out those without the correct "safety credentials". All for your own good, of course.
