CPAP Equipment (Mask) and Prescription question

CPAP Equipment (Mask) and Prescription question
I have a question that has perplexed my for a while and wonder if someone could help explain the rationale.  Obviously not really important but to satisfy my curiosity.

I bought another CPAP Mask this morning on sale and there were two options.  Buy headgear, cushion, etc in its entirety with a prescription of buy it separate without prescription.

Price seems to be a bit lower in some cases buying the set with prescription but frankly I just do not understand the rationale.

Does anyone know why:

1). A prescription is required to buy the mask complete versus apart without prescription?

2). And why a prescription is required for a mask, or hose, etc, for CPAP anyway?

Thank you!

For virtually all medical devices, replacement parts do not require a prescription. In addition, they aren't covered by insurance. The fact that online suppliers bundle them together for a complete mask is perfectly legal, but you won't find local DMEs doing that.

2). And why a prescription is required for a mask, or hose, etc, for CPAP anyway? A prescription for the hose and filters is not required unless you want your insurance to pay for them. A prescription is actually not required for replacement cushions/pillows for your mask either since you already have been prescribed the mask, but different states interpret that differently, so online retailers typically require it. However, that is also why Amazon and Ebay let you post them.

One of the tricky things is that once you can buy stuff over the counter, insurance will stop covering it since no prescription is required. This may play into that.
