Since Signal Strength has to be relative to some power level; the standard reference is 1 milliWatt. And since Signal Strength may vary over decades, a base 10 logarithm is used. Hence the deciBel is use as it it logarithmic. Negative numbers indicate power levels less than 1 milliWatt.
