This is China vs the World at it's best.
In china there is no intellectual property nor protection there of. Anything along those lines are adopted from the west in an attempt to be internationally compatible/foreign relations. IP in china is held as "secrets" by pools or consortiums.
For example, a developer may submit their work to a library and receive the privilege of seeing/using other works in the library. It's been a valid and an effective approach. There are no licences, no legal actions against violators, just community policing in the sense of everyone has to look after the commons.
So it turns this application has no license, imposes no legal restirctions against users (no "click here to accept the agreement" at install time) and no copyright, other than the implicit international copyright most of the world agrees on.
Thus I would personally have no qualms posting the application in any public place, and I'm a former software develope who received legal education from a couple of large corporations regarding protection of software we developed. YMMY.
Needless to say (but still necessary because some dingle hopper [no, not you Crimson Nape] can't read, comprehend, or use common sense) I'm not going to put the application, nor a link, up here. But If I could correspond privately with the board operator, I'd point out that links are not considered the same in the eyes of many other sites, and I'd ask permission to post a link.
