I like Oscar 1.2.0. Can I turn off Oscar New Version Notifications
I am running version 1.2 and am perfectly happy with it. Is there a way to turn off the notice that
a new version is available ?

Yes, File > Preferences > General and uncheck "Check for updates." Alternatively, you can ask OSCAR to check for updates less frequently.
