Who paid for the advertising, the people making statements or the company that hopes to profit from them?

It's really quite straightforward.  The company used them as agents for their purposes.  By including the statements, in whole or in part, the company's intent was to attempt to garner more patronage.

That's consistent with my understanding. IIRC, the FTC ruled that you can't use testimonials to make claims of fact in an ad that you otherwise couldn't. People can give opinions and say "I love it!" and such, but the company can't legally use them to say "It's proven to prevent sinus infections!" unless it is so proven. Testimonials are not a magical get out of truthful claims-free card. And endorsements and testimonials that are in anyway compensated need to be prominently noted as such. Unfortunately, the FTC is very under budget and can only prosecute the most egregious violations. So one cannot legitimately infer lack of prosecution as proving a company's actions to be legal or ethical. Lot's of companies get away with all sorts of things without being prosecuted, and even if they are prosecuted it can take a long time for the process to unfold.
