I hate to rain on your parade, but the new instructions produce a 403 error locally. Here is a different download location:

Be sure to run this batch file in Windows PowerShell.

Well, at least Terry has now gotten OSCAR running, despite my inability to get the download link to work. It should work, but I have obviously messed something up.
UPDATE: For possible future readers, the link and instructions have been corrected.

I am having what appears to be the exact same problem as the OP. When I try to download the SetOscarGraphicDisplay.bat I get a message saying I do not have permission to access the area. My account has been activated. Do I need additional permission to download the file?
