I'm with you Crimson Nape, I wish I had a first world power company. And good point on the DC/DC converter, srlevine1.
I think the word "battery generator" is right for this product category. They're marketed as a replacement for a small generator for off-grid usage. The people who buy them mostly seem to pair them with solar panels for charging. They are a lot more complicated than a simple UPS battery backup. I'm not aware of any mandate that PG&E give these out. I suspect they're being proactive as a way to head off liability. The last thing they need is a news story about a ventilator patient dying because they turned the power grid off.
