I've forgotten Flex differences, but I do know a lot of people find level 3 to be a disturbance, hindrance rather than helpful. Certainly can't hurt to drop it to 2 and see how it goes.

PR machines have two Flex settings usually--C Flex for fixed pressures, and A Flex for the APAP setting.

A short description of how Flex works:

Flex settings 1, 2, and 3. for PR machines
You can receive up to 2cm pressure relief, which is flow based. (Depends how forceful you breathe)
• C-Flex – Provides pressure relief upon exhalation.
• A-Flex/C-Flex+ – Provides pressure relief taking place at the end of inhalation and at the start of exhalation.

You will not receive more than 2cm pressure relief regardless of setting.  But I agree a CFlex setting of 2 should be more comfortable.  You can also experiment and try CFlex+ and gauge how it feels.
