I know there's a better solution, but here's what I did when IE refused to run Java...

Install Java

Open a command window in the folder containing flashpap and verify it works using java -jar flashpap.jar

Create a shortcut and use properties to change the target to C:\ProgramData\Oracle\Java\javapath\java.exe -jar flashpap.jar
with starting set to the folder containing the flashpap.jar file

Pin the shortcut to your task bar and you're set.
