What does this Sleepy head Preference setting do?
Does anyone use it?

it attempted to make the event flags line up better with where the events happened.

I suggest getting the 1.0 beta1 from the link below, it offers better event parsing and that option is no longer needed.

I am running the beta1 snapshot version and saw that option in preferences under CPAP
