@Red, you have them both correct for Mac! arp would be done in terminal also like so:

Get the FlashAir W-03 Software Update Tool which will update the firmware
And you will want the "Configuration software". to re-initialize the card
I would suggest updating the firmware first. Then re-initialize the card. You will be back at square one but it's not a problem. Just a minor hiccup to get it working.
I was thinking that there may have been extra whitespace, or a missing cr/lf in the original config file after making the changes with notepad.

The replies to the "ping" indicate that the FlashAir, or something at that address, is responding to your inquiry. To make sure that it is the FlashAir is answering, remove it from its card slot and try the ping command again. You should get an "unreachable" reply.

you could also try in safari http://192.168.0.250 if its a flashair you'll get a webpage that is light blue with possibly a start button in the middle or folders shown which is the content of the flashair card

Are you getting anything at all when you type http://192.168.0.250 into your browser address bar??? Warnings or errors? Something is there and responding to the ping. Try grabbing a screenshot of your browser window when you are trying to connect. My FlashAir is particularly slow when connecting and transferring data.
Most browsers will give you some warning about the address not being secure and will stay on that warning page. You would need to look on the warning page for a link or button that will allow you to bypass that warning and connect to the FlashAir anyway. It's safe to do for this.
EDIT: Which browser are you using? Chrome, Firefox, Edge, IE, other???
