Just got first machine Resmed Quattro it's set at 19/24 is this normal?

I believe that's the name of your mask, not you machine. Please look for you exact machine name.
if 19/24 are your pressures -- then you are on the high side; but not unheard of.

Which machine do you have? Mirage Quatro is the name of your mask.

As been pointed out "Quattro" is the name of a full face mask
You might be using either S9 or AirSense 10
19/24 indicate that you're using bi-level machine
EPAP 19 and IPAP 24, pressure support 5, not uncommon settings for people in need of high pressure
