Is there a relationship between minimum start pressure and EPA? I am new to CPAP.

Welcome to the forum

The min pressure most CPAPs can produce is 4 cmw.
Your min set pressure is 4 + EPR so the EPR can fully function.

In addition EPR is an effective treatment for hypopneas, flow limits, RERAS, and UARS.
